Well, I don't know what it is. However, it's a large symbol in the fountain/garden area at the School of American Research on Garcia Street. The turquoise is water that flows from the fountain to the garden. Maybe it symbolizes that the geographical center of NM is Torrance, 12 miles southsouthwest of Willard. But I doubt it.
